(In) Convenience of Access to Public Information in Sumy

The Institute of Mass Media decided to analyze how the web-sites of Sumy authorities are adapted for prompt and convenient submission of requests.

Undoubtedly, the right to access public information is one of the main effective tools for obtaining the necessary information in Ukraine. Although the relevant law granting this right does not distinguish between the right to information of journalists and the right to information of others, it is mostly used by journalists. Actually, due to professional necessity, because a journalist’s job is to work with information.

The Law of Ukraine “On Access to Public Information” provides quite wide possibilities: requests can be submitted orally, in writing or in another form (by mail, fax, telephone, e-mail) at the choice of the requester. And information managers are obliged to “provide it without hindrance and free of charge”.

It is extremely important for a journalist to receive information quickly and in a convenient format, because one of the most important standards of modern journalism is efficiency. Accordingly, sending a request by mail is an unnecessary waste of time. In fact, there is a need for such a format, and journalists use it, because if there is no respond in time (or no respond at all), the paper form of the request is an opportunity to prove your point. Unlike, for example, requests through the appropriate form on the site. However, as a rule, journalists send a request electronically in order to be prompt, and only insure themselves by mail.

It should be borne in mind that the authorities that administer the information should ideally facilitate a fast and convenient format for submitting requests for information.
