About budgets

Everyone talked about the budget for 2022.

Actually, it has been just submitted and deputies will add their wish-list there.
So by December 1, we will have a different budget.

I’d like to note:
1) The budget deficit has been reduced. And that’s good, but not for sure. Because later they may increase it. After all, a big construction will not pay off by itself.

2) Shmyhal and Co. for some reason set inflation at 6% at the request of the President’s Office.
How so, at such gas prices in Europe? And inflation will be at 10%. So they stabbed in the dark.

3) Note: most of the money will go to debt service.

4) In second place is the pension fund, which is not able to raise money itself and we all chip in as much as more than 200 billion, or about every seventh hryvnia in the budget.

5) What I would like to praise: 191 billion is planned for health care, including more than 157 billion for the program of medical guarantees. Maybe this will allow to do something with the secondary market and complete the medical reform. And then to recognize the merit of Ulyana Suprun. But nope. They will leave orders to themselves.

6) And here is something hinky. The Ministry of Defense will be allocated 131 billion. From which 97.4 billion on maintenance of Armed forces. And it was decided to give Avakov’s successor Monastyrskyi as much as 98 billion. This includes the border guards, and of course the Ministry of Emergency Situations. But it is figuratively frightening when the Ministry of Internal Affairs is given as much money as the Army.
This was the case under Yanukovych. That’s where to search and cut the budget.
By the way, the Ministry of Education was given less than 58 billion. Here’s a guess: when you spend less on education - you have to spend more on cops.

7) And the icing on the cake. Both prosecutors and judges are doing well. Well, Mr. President added to his allowance too. Rejoice.
And now let’s take a closer look. They will surely increase the line of corruption on the “implementation of programs of social and economic development”. This year, hands were laid on 6 billion, and there will be even more.

Because the elections are already in 2023 (if not earlier) and the members of majority system will not vote for the budget without this handout.
I would argue about it with someone, but no one wants to.
And in addition: all the crows in the government quarter are grumbling that THIS year, changes to the budget for 2021 will add 2.5 billion UAH to the social economy.
Plus another 1.5 billion for the infrastructure subvention.
In order to buy and build. Get kickbacks. And people will kiss his hands for that.

Well, + 15 billion will be added to the budget for a big construction under all the shouting. Amazing. And the $ 2.7 billion of easy money from the IMF will be shared like this.
Ah, yes. The deputies of majority system are promised to be given money not for nothing. But to drop the ball on Dmytro Razumkov.
Because he is too clever by half. And he doesn’t bow and scrape so easily.
Budget is a complicated thing.
And it is not always clear what is behind the simple numbers.
