The project is implemented by the Kharkiv NGO Maidan Monitoring together with Polish colleagues (Tomasz Czubara - Member of the Szczecin Council, representative of the German and Northern Europe Institute, etc.) with the support of the European Commission. The invitation was received at the initiative of Polish colleagues, who constantly monitor V. Bobyrenko's posts and cooperate with him in the framework of programs in the field of local self-government.

In early June, V. Bobyrenko, as the head of the expert group of the Bureau for Policy Analysis, received an invitation from Nataliia Zubar (NGO Maidan Monitoring Information Center, Kharkiv Human Rights Group), with whom he had previously collaborated, to be a regional partner of the public audit project in use of local budgets.
